About Cambridge O Level Business

Cambridge O Level Business is syllabus 7081. This page works from the syllabus for exams in 2027, 2028 and 2029. Exams are available in the June and November series, and the syllabus notes that it is not available in all administrative zones.

The first thing to know is that this is a re-coded syllabus. For exams in 2026 the subject was Cambridge O Level Business Studies, syllabus 7115. From 2027 it is Cambridge O Level Business, syllabus 7081. The new code and the shorter title are not a cosmetic change, and the differences are set out below because a family with 7115 materials needs to know what moved.

All candidates take two papers, and all candidates are eligible for grades A* to E. There is no Core and Extended tier and no coursework.

Paper 1 is Short Answer and Data Response. It lasts 1 hour 30 minutes, carries 80 marks and is worth 50%. It has four questions requiring a mixture of short answers and structured data responses, and candidates answer all of them.

Paper 2 is Case Study. It also lasts 1 hour 30 minutes, carries 80 marks and is worth 50%. It has four questions based on a case study provided as an insert with the paper, and candidates answer all of them.

The paper structure and weighting are unchanged from 7115: two papers, identical timings, identical marks, fifty per cent each. What has changed is what the papers reward, and that is where the 2027 syllabus differs.

The assessment objectives are four. AO1 is knowledge and understanding. AO2 is application. AO3 is analysis. AO4 is evaluation.

Under 7081 the overall weightings are AO1 at 35 per cent, AO2 at 30 per cent, AO3 at 22 per cent and AO4 at 13 per cent. Under 7115 for 2026 they were AO1 at 40 per cent, AO2 at 20 per cent, AO3 at 25 per cent and AO4 at 15 per cent.

So from 2027, knowledge and understanding drops from 40 per cent to 35 per cent while application rises from 20 per cent to 30 per cent. Analysis falls slightly, from 25 to 22, and evaluation from 15 to 13. The direction is clear: the new syllabus rewards using business ideas in a situation more heavily and rewards reciting them less heavily.

The per paper split carries the same message. Under 7081, Paper 1 is 40 per cent AO1, 30 per cent AO2, 20 per cent AO3 and 10 per cent AO4. Paper 2 is 30 per cent AO1, 30 per cent AO2, 25 per cent AO3 and 15 per cent AO4. Under 7115, Paper 1 was 50 per cent AO1, 20 per cent AO2, 20 per cent AO3 and 10 per cent AO4, and Paper 2 was 30 per cent AO1, 20 per cent AO2, 30 per cent AO3 and 20 per cent AO4.

The single biggest shift is on Paper 1. It used to be half knowledge recall and is now 40 per cent knowledge with application raised to 30 per cent, so a candidate who has memorised definitions but cannot apply them to a short scenario loses more than before.

The content is organised into six topics. They are understanding business activity; people in business; marketing; operations management; financial information and decisions; and external influences on business activity.

Each topic is broken into numbered sub-topics, which is itself a change from 7115, where the content overview was written in prose without a numbered structure. Understanding business activity covers business activity, economic sectors, enterprise, business growth and size, types of business organisation, and business objectives and stakeholder objectives.

People in business covers human resource management, organisation and management, methods of communication, and motivating employees.

Marketing covers marketing and the market, market research, the marketing mix, and legal controls.

Operations management covers the production of goods and services, technology and production of goods and services, sustainable production of goods and services, costs, scale of production and break-even analysis, quality of goods and services, and location decisions.

Financial information and decisions covers business finance, cash flow forecast, profit and loss, statement of financial position, and analysis of accounts.

External influences on business activity covers economic issues, business and the international economy, business and the environment, business and ethical issues, and pressure groups.

Three of those sub-topics are worth flagging because they are the sort of content a student working from an older 7115 textbook may not have met in this form: sustainable production of goods and services, business and ethical issues, and pressure groups. Sustainability and ethics run through the new syllabus as named content rather than as asides.

The syllabus states that candidates are required to apply their understanding to a variety of business situations, and that they should be able to make simple decisions based on the analysis and evaluation of the information provided. That sentence is effectively the course in miniature, and it matches the increased application weighting.

The syllabus also notes that this O Level syllabus shares content with other Business syllabuses, and specifically that textbooks endorsed to support IGCSE Business are suitable for use with this syllabus.

The qualification is graded A*, A, B, C, D or E.
